INDIANAPOLIS (WISH) — A contractor from Yorktown has been charged with $188,000 in bank fraud schemes using fabricated lien waivers, officials say.
According to court documents, 38-year-old Richard Turner worked as a general contractor and owned Turner Remodeling LLC. In March 2025, a healthcare facility in Muncie hired Turner for an expansion and renovation project and obtained a construction loan of approximately $785,225 from a bank in order to pay Turner and his business.
Under the loan agreement, the bank would release funds only after Turner submitted lien waivers certifying that he had paid subcontractors for their services, including plumbing and electrical work not performed by Turner Remodeling LLC.
Officials say instead, Turner allegedly submitted falsified lien waivers to the bank, claiming that five subcontractors had completed work they did not perform.
Turner is also accused of forging subcontractors’ signatures, workers who never agreed to perform the renovations, and using the money for personal expenses, including gambling.
In total, he is accused of stealing $188,000 by submitting nine fraudulent lien waivers.
