“Pleading for help”: Otay Mesa detainees use notes to reach outside world

Detainees at Otay Mesa Detention Center have been communicating with the outside world by attaching handwritten notes to objects and throwing them over the fence, with at least 14 notes collected by organizers outside the facility, detailing poor conditions and lack of access to legal representation and court dates.
